Right to Manage gives qualifying lessees the right to take over the management of their freeholder managed building without having to prove the freeholder is at fault or has mismanaged the building.
It is simply a transfer of responsibility and decision making from the freeholder's own Management Company to the lessees via a limited company set up specifically by the lessees to manage their building.
